No federal charges were filed against Howards, and state charges were dropped.The Jefferson County Sheriff's Department says a warrant was issued Thursday for Edwin Ernesto Rivera Gracias, 27, of Denver. Investigators say Rivera Gracias claims he is from El Salvador and that he is affiliated with the La Mara Salvatrucha gang.The four were convicted in June of conspiring to murder Pablo Zuniga-Garcia.
